Today I decided to create one new tutorial where you can learn how to create comic strip effect from any photo you want.>>>>>

Open the image below in Photoshop.
The image should
be black & white. Go to Image >>> Adjustments >>>
Desaturate (CTRL+SHIFT+U) to convert color picture to monochrome.
Duplicate the layer (Ctrl+J) and apply Image
>>> Adjustments >>> Brightness/Contrast with following
settings; Brightness: 50 Contrast: 100
Then
apply Filter >>> Sharpen >>> Sharpen More.
Apply Image >>> Adjustments
>>> Levels (CTRL+L) with
following settings: 5 - 1.79 - 255
Now
we already have three layers: original photo, black and white photo and upper
layer with all those effects. Then we need to add contrast. Copy the upper
layer with effects (Ctrl+J) and blur copied layer by using Filter >>>
Blur >>> Gaussian Blur with radius of 1.5.
Let’s
change the layer mode into Darker Color blending mode to this layer.
Next
create a new layer, choose the Brush Tool and soft-edged brush with 150 px in
diameter with foregound color #000000 (black) and begin to darken the area
around the girl like this one.
Change
layer opacity to 71%.
Then
create a new layer on top. Apply Filter >>> Render >>>
Clouds.
Then apply Filter >>> Render
>>> Fibers. Apply the settings below.
Here is the output.
Let’s apply Filter >>>
Blur >>> Motion Blur with the following settings below.
Keep hitting CTRL+F until
you get this image below.
Then Apply Image >>> Adjustments
>>> Brightness/Contrast:
Apply
Image >>> Adjustments >>> Levels.
Assign
Overlay blending mode to this layer.
Duplicate
layer (Ctrl+J) and go to Edit >>> Transform >>> Distort and
do like the image below.
Duplicate
layer (Ctrl+J) with the inclined strokes. And then move to the right to fill
the empty spaces.
Create a new layer and draw a elliptical mask
with the help of the Elliptical marquee tool, locate the elliptical mask like
the image below.
Then go to Edit>>> Fill>>>
White.
Next one is to add a tail for the elliptical
to create a balloon or a callout. Use the Polygonal Lasso Tool like I made in
the image below.
Fill it with white. Edit>>>
Fill>>> White. Then Deselect (CTRL+D).Adjust the inclined lines to fit
the canvas. Then select the balloon shape layer, go to Layer>>> Layer
Style>>>Stroke.
Then save your work. Here is our final
result. Try to use some photos for this tutorial. And try also adding text for
the balloon using the text tool.
