how to convert your photo into a Rotoscoped Painting. Let's start! First we need to have a
image. I have a photo of South Korean Actress, Kim Tae Hee.>>>>>

Let’s open it on Photoshop.
Then select the background
using magic wand tool and after selecting the whole background, hit
CTRL+SHIFT+I, to select Inverse.
Then right click on the mask
area, click on Layer via Copy.
Here is the copied layer.
Go to Filter>>>
Artistic>>> Poster Edges. Set the Edge Thickness: 2, Edge Intensity:
0, Posterization: 3.
Then let’s add some effects, go
to layer effects, and choose Stroke.
Then set the size to 3px,
Position: Inside, Blend Mode: Normal, Opacity:100%, Fill type: Color, Color:
black.
Then add a Drop shadow, set the
following: Blend mode: Multiply, Angle: 138 degrees, Distance: 42, Spread: 3,
Size: 73 then press OK.
After that go to
Image>>> Adjustments>>> Levels. Set the input levels: 0 ,
1.40, 255.
Go back to
layer1, the original photo, then select again the background using the magic
wand tool.
Then Right click on it, choose Layer via copy. Go
to Filter>>> Artistic>>> Fresco. Set the following: Brush
size: 4, Brush detail: 3, Texture: 2. Click on OK.
Create a new layer. Create a rectangular mask
like this one below using rectangular marquee tool, in this step, we are going
to create a border. Then press CTRL+SHIFT+I to select inverse.
Then press SHIFT+F5 to open fill
mode Use the color black. Click OK.
And here is the result of this
